About
The Chinatown-International District Public Safety Council (CIDPSC) is a collaborative group of community leaders and City of Seattle staff working to enhance public safety in the CID.
Formed to implement the CID Public Safety Task Force recommendations, we improve communication, coordinate responses to criminal activity, and foster a vibrant, healthy neighborhood.

Task Force Priorities
CIDPSC was created to implement and oversee the following goals:
- Improve communication and coordination between the CID and the City
- Address criminal activity and harmful environmental factors
- Foster a safe, vibrant, and healthy neighborhood
Progress and Achievements
CID & City Collaboration
- CID Public Safety Coordinator hired as community liaison
- Mayoral CID Lead appointed (Cindy Wong)
- CSO (Community Service Officer) program reinstated
- Precinct shift: Little Saigon moved from East to West Precinct
Addressing Criminal Activity
- Closure of illegal massage parlors
- Support for WA Drug Ordinance, increasing referrals to LEAD
- Ongoing SPD emphasis patrols in Little Saigon
- Advocacy for hookah licensing regulations
Vibrant and Safe Neighborhood
- Park and alley activations (e.g., Movie Nights, JamFest)
- Lighting improvements (I-5 underpass, Hing Hay Park lanterns)
- Faster response to encampment activity via Unified Care Team
- Concierge activation program funded for Hing Hay Park
2025 Priorities & Ongoing Goals
In Progress:
- Reduce chronic drug dealing and public use
- Address unauthorized encampments
- Create a long-term plan for CID’s cultural and historic preservation
This Year’s Focus:
- Combat vandalism (graffiti, broken windows)
- Coordinate coverage across CSOs, Park Rangers, LEAD, REACH & SPD
- Educate public on 911 usage and language support
- Expand Metro police and ambassador hours
- Maintain strong City–CID communication
History
The CIDPSC was formed in 2016, following the tragic death of Donnie Chin in 2015. As a result of community outcry and City response, the CID Public Safety Task Force was convened, leading to the formation of the Council.
What Makes CIDPSC Unique:
We don’t just talk about safety—we build systems of accountability and collaboration. The Public Safety Coordinator role, now a model for other Seattle neighborhoods, started right here in the CID.

Attend Our Meetings
- Public Safety Council Meetings (In Person): 1st Tuesday of each month at 4:30 PM
- CID Public Safety Forum (Hybrid): 3rd Tuesday of each month at 4:00 PM
